Sewer Lines, Water Lines, and What Sits Outside Almost Every Contract
Every homeowner can point at the furnace. Most can find the water heater. Almost nobody can tell you where their sewer lateral runs, what it is made of, how deep it sits, or who is legally responsible for the fifteen feet of it that crosses under the sidewalk.
That is a strange gap. It is one of the few parts of a house where a single failure can cost more than a new HVAC system, and one of the few that most coverage products quietly leave out.
This is a document for someone whose drains work. If water is backing up right now, none of this helps you, and no contract bought today covers a problem that started yesterday. What follows is for the ordinary Tuesday when everything drains fine and you want to know what you own.
Two different pipes, two different problems
People say "the line" as though there is one. There are at least two, they run in different directions, and they fail for different reasons.
The sewer lateral carries waste from the house out to the municipal main under the street. It is gravity fed, which means it has to hold its slope for decades in soil that moves. It is usually the older and more expensive of the two.
The water service line brings water in from the main to your meter and into the house. It is pressurized, smaller, often shallower, and it announces itself with a wet spot in the yard and a water bill that jumps rather than with a backup.
If you are on a septic system you have a tank and a drain field instead of a lateral. Most standard home service contracts exclude septic entirely, and the ones that address it do so through a specific add-on.
Who owns it is a local question, and the answer surprises people
The pipe does not stop being yours at the property line just because the ground above it is public.
The common terminology splits the sewer lateral in half. The upper lateral runs from the house to the property line. The lower lateral runs from the property line to the main. In a large number of municipalities the homeowner is responsible for both, including the section under the sidewalk and street, and including the cost of cutting and restoring pavement to reach it.

Those are common patterns, not a statement about your address. Your address is knowable in two phone calls.
How to find out
- Call your sewer district or public works department. One question: am I responsible for the lateral all the way to the main, or only to the property line? They answer this constantly. Write down the answer and the date.
- Ask the same office about a lateral repair program. Some cities, counties, and sewer districts run one, funded by a small annual charge on the tax or utility bill, that pays for part of a lateral repair in the public right of way. They exist in more places than people realize and usually have to be applied for. If yours has one, you may already be paying for it.
- Ask the water utility for your service line material. Many utilities now publish a service line inventory, because federal drinking water rules pushed them to identify what the lines are made of. If yours has a lookup, it will usually name the material on the utility's side and sometimes on yours.
None of that costs anything.
What the pipe is made of tells you most of the story
Age and material predict more here than anything else, the same way they do for the systems inside the house. If you have already built the inventory described in the first thirty days after closing, this is the outdoor chapter of that same document.

If your house was built in the last thirty years, or sits on a short lot with no mature trees, your risk here is low and the rest of this is background rather than a decision.
The camera inspection: what it costs and what it shows
A sewer scope is a camera on a flexible rod, pushed from a cleanout toward the main, usually with a transmitter so the operator can mark the path and depth from above ground.
As a standalone service it is commonly quoted somewhere in the range of a couple hundred dollars, and it is frequently offered as a paid add-on to a home inspection. It is one of the cheaper pieces of information you can buy about a house.
What it reveals:
- The material, which as above tells you most of what you need to know
- Root intrusion at joints, and how much of the diameter it is taking
- Offset joints where sections have shifted out of alignment
- Bellies, meaning a sag that holds standing water instead of draining
- Cracks, separations, and collapses
- The route and depth, which decides whether a future repair is a day in the yard or a permitted street cut
The right time is at purchase, as an add-on to the inspection, especially on an older house or a treed lot. After that, as a periodic check on a known older line. Plenty of owners with clay laterals scope every few years and treat root cutting as scheduled maintenance.
The uncomfortable part, stated plainly
A scope that finds a defect creates a documented, dated record of it. From that day it is a pre-existing condition for coverage purposes, and a documented one is the easiest kind for any administrator to decline.
That tension is real, and some people conclude they would rather not know. It is usually the worse trade, for a simple reason: not knowing does not make the repair cheaper, it only makes it a surprise.
Where coverage exists, and why it is three different products
Three separate things are sold for buried lines, from three different industries, and homeowners routinely think they have one when they have another.

None of these is the default. On a standard home service contract, exterior buried lines are excluded unless specifically added. The base contract usually covers systems and appliances inside the perimeter of the main foundation, which is exactly the language that leaves the yard out.
The exclusions that decide whether any of it is worth buying
- Does it cover restoration, or only the pipe? The most important question. Excavation, backfill, sod, driveway, sidewalk, permits, and street cut restoration can be a large share of the bill. A product that pays for pipe and not for the hole is doing a fraction of the job.
- What is the per occurrence limit? A stated limit is normal. A stated limit well below what a full replacement runs in your area is worth knowing before, not after.
- Pre-existing conditions are excluded and there is a waiting period, commonly around 30 days. Roots that have been in a joint for six years are not a covered surprise, they are an existing condition. That is not fine print, it is the structure of the product.
- Shared and private lines. If your lateral joins a neighbor's before the main, coverage often gets complicated or disappears.
- Code upgrades. If the city requires a cleanout, a backwater valve, or a specific depth on a replacement, ask who pays that difference.
About the letters
Mail offering line protection sometimes carries a utility's name and is formatted to look like a notice rather than an offer. Some of these are legitimately endorsed partnerships and some are marketing borrowing the utility's credibility. You cannot tell from the letter, and you do not have to: call the number on your actual bill and ask whether the program is theirs.
When self insuring is the right answer
Plenty of houses do not need any of this, and it is worth saying so.
If the lot is short, the lateral is modern PVC, no large trees sit between the house and the street, the utility owns the lower lateral, and a four figure repair would come out of savings without changing your year, declining coverage here is reasonable. That is a low probability of a moderate cost, which is the kind of risk people should keep rather than transfer.
The picture inverts when several things are true at once: an older clay or Orangeburg lateral, a deep run under a driveway or the street, mature trees, homeowner responsibility all the way to the main, and a repair bill that would go on a credit card. That is a low probability of a large and highly variable cost, which is what coverage is actually for.
Most houses land in between, where this is a judgment about your own finances rather than a math problem with one right answer.
